Minnesota - 2nd Congressional District (2008) Survey

Do you favor or oppose the education program known as "No Child Left Behind?"

I support it, we need to provide our students - tomorrow's workforce - with every opportunity for exceptional math and science education in order for our businesses to remain innovative and competitive.

It is important that we have standards and testing by which to evaluate our children's progress in school; however, they have to measure the right things like individual progress.

On October 3, 2007, President Bush vetoed a bill expanding the SCHIP program, to provide health care to 10 million more children. The program is designed to subsidize health coverage for families that earn too much to qualify for Medicaid but not enough to afford private insurance. Do you favor or oppose the proposed expansion?

I am not supporting the proposed expansion of SCHIP, because it fails to put poor kids first and relies on reckless funding schemes. This bill the president vetoed is a huge expansion of a government program extending coverage to illegal immigrants and those already insured.

We simply must insure more people -- and SCHIP has been a very successful and popular program for doing so.

Should federal funding be used to expand embryonic stem cell research?

No, I do not support federal funding for stem cell reserach.

I support it with ethical guidelines, such as not creating embryos specifically for the purpose of research.

Do you favor privatizing Social Security to any degree

I am in favor of privatizing Social Security.

Privatization will not fix the program; it will destroy the program.

What is your stance on immigration?

I support the security approach; using systematic border surveillance through more effective use of personnel and technology and physical infrastructure enhancements to prevent unlawful border entry.

Our nation needs secure borders and reasonable policies about who can come into our country and under what circumstances.

Would you favor an increase in the federal gasoline tax to pay for road construction projects, such as the rebuilding of the I-35W bridge in Minneapolis.

No, by putting a one-year hold on wasteful pork projects while easing Americansa pain at the pumps and addressing improvements to our nation' infrastructure, this legislation simultaneously focuses on important energy, economic and transportation concerns.

With a $3 trillion federal budget, there is room to allocate more funding to our transportation system without raising the federal gas tax at this time.

Do you favor or oppose a constitutional amendment defining marriage as between one man and one woman?

I support legislation that defines marriage as one-man-one-woman and also legislation that bans gay marriage.

Marriage traditionally has been and should continue to be an issue decided by the states.

Do you favor or oppose legalized abortion?

I think abortions should be legal, but restricted.

The decision to have an abortion is one that should take place based on discussion between a woman and her doctor.

What do you think should be done -- if anything -- in the wake of the near collapse of companies specializing in subprime mortgages, and the foreclosures of homes?

We need to provide incentives for lenders to work with owners facing foreclosure to ensure that as many people as possible keep their homes.

We need legislation that would maintain the benefits subprime lending has brought to our working families while protecting against abusive practices which threaten the mortgage market.

Do you favor or oppose a set date (timeline) for the removal of U.S. troops from Iraq?

I do not believe a timetable, or redeployment of troops, is necessary until victory is achieved.

While we should begin withdrawing now, we must plan and act carefully. We need an orderly withdrawal, not more chaos.

What changes would you propose to the war policy in Afghanistan?

I support increasing the number of troops in Afghanistan, but we have to remember that there, like in Iraq, only a political solution will lead to long-lasting peace.

Enhancing the security of Afghanistan also requires an increase in support from our NATO allies.

What is your plan for meeting future energy needs?

We need a comprehensive plan including both renewable energy and expanding drilling on U.S. soil.

While drilling in federal lands is part of the solution, the engine of our future economy won't be fueled with oil; it will be fueled with renewable energy sources whose potential we're just beginning to tap.
