Mayor R.T. Rybak of Minneapolis announced Thursday that he will not seek a fourth term as head of Minnesota's largest city. The news comes at the end of a busy year: The Vikings stadium deal, Occupy Minnesota, the 2012 presidential race and a groundbreaking choice for police chief were all part of the mix.
