Mark Dayton has said that his goal is to work with the Legislature to submit a blueprint by that deadline and to finalize an exchange for Minnesota in early January.

Julie Appleby, senior correspondent for Kaiser Health News, will join The Daily Circuit Tuesday to discuss the health exchanges. Commissioner of Human Services Lucinda Jesson and state Health and Human Services Committee Chairman Sen. David Hann, R-Eden Prairie, will also join the discussion.
