Is civic literacy essential to vote?

Midmorning asks what a well-informed citizen should know about America while preparing to vote, and whether, as some have suggested, such civics knowledge should serve as a prerequisite to casting a ballot.

- Mark Osterloh, MD: Physician and political reformer. In 2006, he led a ballot initiative that would automatically make each person who casts a vote eligible to win $1 million in unclaimed state lottery money.
