Smoking and teens: Mission accomplished?

Tobacco use among teens has dropped dramatically in the past decade -- but progress is slowing. With only about 1 in 4 Minnesota high school teens saying they use tobacco, is it time to declare victory? Or is there still value in trying to reach more kids?
