Obama and Medvedev sign nuclear arms pact President Barack Obama and Russian President Dmitry Medvedev signed a nuclear treaty Thursday in Prague. The treaty, which has been dubbed "New START," will reduce the nuclear warheads of the two countries to 1,550 each over the next seven years.
