Congressional Democrats say they'll pass climate change legislation mid-year
Senate Majority Leader Harry Reid said Thursday he will try to pass a bill capping harmful greenhouse gas emissions from utilities and businesses by this summer. President Barack Obama supports these limits, but told a business group he recognizes the transition will be difficult for business and does not envision the caps starting until 2012. Congressional Democrats say they may try to combine climate change legislation with the major fast-track budget bill. Some House members are expressing concern about the impact of increased energy prices on poor people.
