Gas tax
Fewer issues showed the change in power at the Capitol in 2007 than the gax tax bill, which took the form of the omnibus transportation bill in both chambers. Gov. Tim Pawlenty promised a veto of the provision, well before the House and Senate voted. But with the DFL back in power, it appeared legislators were anxious to challenge Gov. Tim Pawlenty on how Minnesota funds its transportation projects. Lawmakers favored a pay-now approach, while the governor favors long-term borrowing.

The transportation funding package passed the House 90-43, with seven Republicans voting yes and two Democrats voting no. The Senate was expected to pass the bill later Monday - putting the DFL-led Legislature on a collision course with the GOP governor who has threatened to veto the bill.
The bill got exactly the number of House votes needed to override a veto, but it's unclear whether all of the Republicans who voted yes would go against Pawlenty.
The gas tax is the centerpiece of a bill that also includes a half-cent metro area sales tax hike, higher license tab fees, Twin Cities wheelage taxes and more. The package would raise $534 million for roads over the next two years.
Minnesota's 20-cents-a-gallon gas tax would go up a nickel on Sept. 1, but the increase could reach 7.5 cents. That's because the bill authorizes a 2.5 cent surcharge to pay off borrowing for up to $1.5 billion worth of road projects.

The bill that would increase the state’s gas tax and potentially raise other taxes to help pay for transportation needs received House approval on an 83-46 vote.
Sponsored by Rep. Bernie Lieder (DFL-Crookston), HF946 now goes to the Senate, which passed its own version (SF1986) 42-24 Friday. A conference committee is expected to work out the differences.
The bill calls for a 5-cent increase in the state’s gas tax in each of the next two fiscal years, and it could potentially increase the sales tax by 0.5 percent. License tab fees would also increase, and the cap on vehicle registration fees would be eliminated. It also establishes a funding formula for the motor vehicle sales tax revenue now fully dedicated to transportation, and calls for $1 billion in bonding over 10 years.
Supporters said the money is needed to fund transit and transportation systems that are widely recognized to be in need of more than $2 billion in improvement. "We need to look at what happens if we don’t do anything," Lieder said.
Some Republican members said the debate was an effort in futility because Gov. Tim Pawlenty has indicated he will veto it.
"This is not a solution in part because of the gas tax increase. Let’s not send the governor a bill he’s going to veto," Rep. Paul Kohls (R-Victoria).
"If we’re operating by a veto threat we don’t even need to be here," Lieder countered. (Session Daily)

The Senate transportation bill would raise $1 billion a year for roads, bridges and transit, through a combination of bonding and increases in taxes and fees.
The gas tax increase of 10 cents a gallon would be the first adjustment in the tax in nearly two decades. In addition, counties could impose an annual $20 wheelage tax on vehicles. Larger view State Sen. Steve Murphy
