Dedicate motor vehicle sales tax revenue to roads and transit

This bill, which is the transportation omnibus bill in this session, spells out an exact formula for spending motor vehicle sales tax revenue. Sixty percent would go to highways, and 40 percent would be dedicated to transit. The bill would allow voters in November to change the Minnesota Constitution. The question reads, "Shall the Minnesota Constitution be amended to dedicate revenue from a tax on the sale of new and used motor vehicles over a five-year period, so that after June 30, 2011, all of the revenue is dedicated at least 40 percent for public transit assistance and not more than 60 pecent for highway purposes?"

This is now the House omnibus transportation bill. The bill would allocate funds for construction, reconstruction and improvement of trunk highways; requires the language for the Minnesota constitutional amendment to be put before voters in November regarding the motor vehicle sales tax revenues to be split 60 percent for roads and 40 percent for transit, with 100 percent of the taxes dedicated to transit purposed after June 30, 2011; include a study by the commissioner of transportation to evaluate the current and long-range needs of the state’s transportation system; and allow for motor vehicles owners with impounded vehicles to retrieve goods from inside the vehicle without having to first pay impounding fees.

Now the omnibus transportation finance package, the bill allocates funds for construction, reconstruction, and improvement of trunk highways; and it would change the language for the constitutional amendment to be put before voters in November regarding the motor vehicle sales tax revenues to allow for after June 30, 2011, all revenues from the existing tax on the sale of new and used motor vehicles to be dedicated to highways and public transit. An amendment removed a provision that would have increased the gasoline excise tax by 3 cents per gallon for sales made after June 30, 2006, and an additional 3 cents per gallon after June 30, 2007, and would include other excise gas rates for fuels such as ethanol.

Worried that voters would find the question on the ballot too vague, the House Transportation and Finance Committee changed the wording to explicitly spell out the breakdown of transportation spending. The original question asked voters whether they wanted to dedicate all revenues to "transportation." Now it is broken down to 60% roads and 40% transit.
