Calif. Mayor Irked By City Council Ruling

South El Monte, Calif., Mayor Blanca Figueroa works well into the night, sometimes until 2 a.m. However, the City Council, citing security concerns, has told Figueroa that she can work no later than 11 p.m., a move that has both baffled and angered the mayor. Figueroa talks about the ruling.
