Spending Showdown Awaits Congress

Once Congress returns from the Thanksgiving holiday recess lawmakers can look to end the year under Democratic rule mired in a spending standoff with President Bush. The last big standoff over federal spending was when a Republican Congress contested President Bill Clinton.
