Voters in Southern Arizona decided Tuesday who will replace former U.S. Rep. Gabrielle Giffords for the remainder of her term: her former district director, Ron Barber. His Republican opponent, Tucson businessman Jesse Kelly, narrowly lost to Giffords two years ago.
