Closed GM Plant In Delaware May Make Hybrids

A California luxury automaker is expected to build plug-in hybrid electric vehicles at a former General Motors plant in Delaware. Published reports indicate Vice President Joe Biden, who's from Delaware, could make the announcement Tuesday. Fisker Automotive has received hundreds of million dollars in government loans to develop hybrids.
