Last week U.N. Secretary General Kofi Annan called the Iraq war "illegal," an accusation that the U.S. state department rejected. Indeed, the conflict in Iraq has underscored the long and contentious relationship between the United States and the United Nations. What role will the U.N. have in the 21st century?
