A new report from the National Institute for Early Education Research to be released Tuesday shows that roughly two-thirds of the states with early childhood education programs cut spending on those programs in 2011.

Steven Barnett, director of the institute at Rutgers University, will join The Daily Circuit Tuesday to discuss the findings. Andrew Rotherham, co-founder of Bellwether Education, will also join the discussion.
