National report card shows Minnesota students losing ground to peers

Minnesota students' math and reading scores are above average, but several states have pulled ahead of Minnesota. Only about half of Minnesota's 4th and 8th grade students are proficient in math, and fewer are proficient in reading. Why is this, and what should/can be done?
