Gov. Mark Dayton is hosting a daylong summit on job creation in St. Paul. Midday will present speeches from University of Minnesota President Eric Kaler, and keynote speaker Michael Mandelbaum, co-author with Thomas Friedman of "That Used to Be Us: How America Fell Behind in the World It Invented and How We Can Come Back."
