Shutdown: what will be the first effects we see?

We're getting a better picture of what will happen if lawmakers don't reach a budget deal and the state government is forced to shut down starting tomorrow.
Judge Kathleen Gearin's ruling yesterday spelled out what constitutes an essential service and can therefore continue operating during the shutdown.
MPR's Cathy Wurzer spoke with reporter Catharine Richert to get a breakdown of what exactly we can expect.
