Owatonna School District changes policies following federal investigation

A 17-month federal investigation has found the Owatonna School District's policies, procedures and trainings were not adequately addressing harassment issues against Somali-American students.

MPR's Cathy Wurzer spoke with reporter Elizabeth Baier from our Rochester bureau about this and other stories she's been covering in southeastern Minnesota.
