Scott County Attorney to handle Duluth shooting case
by Bob Kelleher, Minnesota Public RadioDuluth, Minn. — The Scott County Attorney will consider whether charges are warranted after a Duluth police officer shot and killed a rampaging 17-year-old.
St. Louis County Attorney Melanie Ford said she referred the case in part to avoid any possible conflict of interest.
The Minnesota Bureau of Criminal Apprehension is investigating the August 5 shooting of Joseph Anthony Carl of Duluth by Jeffery Keast, a three-year veteran of the Duluth Police Department.
Duluth police say Carl smashed the driver's side window of Keast's squad car while the officer was still behind the wheel. Keast fired his service revolver once at Carl, who died at the scene. Keast is on administrative leave.
