Tom Smith, St. Paul's new chief of police

St. Paul, Minn. — The St. Paul Police Department has a new chief today.
Tom Smith was sworn in earlier this afternoon in a ceremony at Harriet Island. He is a 20-year veteran of the St. Paul Police Department.
Smith takes over the state's second largest police force from John Harrington, who has held the job since 2004.
