Nation's top intelligence official says country is safer from al-Qaida

U.S. Director of National Intelligence Dennis Blair says the Sept. 11 terrorist attacks would not have happened had U.S. intelligence agencies been organized then the way they are now. Blair spoke at the Commonwealth Club of California.
