Punishing adults for teens abusing alcohol

St. Paul is considering enacting a social hosting ordinance, which would hold adult property owners, landlords and parents included, accountable for the harms that come from underage drinkers on their land. Opponents are concerned about being held responsible for the actions of immature kids.
