Credit card rules may offer consumer relief

St. Paul, Minn. — President Obama is expected to sign into law a credit card reform bill that would prevent card issuers from raising rates unless a cardholder is 60 days behind in making a payment.
Consumer advocates are praising the bill, but some are concerned that banks will make up the income by dropping rewards programs and imposing annual fees.
