Bush to release Cuba plan

President Bush releases his prescription for a transition to democracy in Cuba Wednesday. But Cuban leader Fidel Castro probably isn't looking forward to the report. In a recent essay titled "Bush, Hunger and Death," Castro called such efforts "equivalent to a new conquest of Cuba by force."
