Bill Cooper claims Minnesota's taxes have driven him to Florida

Long a spirited participant in the battles over tax levels in Minnesota, former state Republican Party Chairman Bill Cooper can now observe those debates from afar: 1,700 miles to the south, from his new legal residence in Naples, Fla. Cooper says he's moving to Florida, because it has no state income tax.
