How mental health evaluations work

In the wake of the Virgina Tech shootings, there's been a lot of attention on the gunman Sueng-Hui Cho's meantal health. His previous behavior alarmed faculty and staff at the University. In 2005, a court evaluated Cho's mental status and determined that he was an "imminent danger to himself because of mental illness." The court released him for outpatient treatment. It still isn't clear if Cho ever received any such treatment.
