Do taxes and government spending help or hurt the economy?

Lines are being drawn at the Minnesota Capitol over proposed increases in taxes on gas and income and spending on transportation and education. Republican Gov. Tim Pawlenty argues that raising taxes will hurt the state's economy. DFlers counter that the economy will benefit from more public investment. Who's right?
