North Korea proclaims nuclear test
North Korea claims to have completed an underground test of a nuclear weapon. President Bush condemned the action, while stressing that the U.S. government had not yet confirmed its authenticity. "Such a claim itself constitutes a threat to international peace and security," Bush said Monday.
