Can the U.N. end the current Mideast conflict?

It's been over three weeks since full-scale fighting broke out between Israel and Hezbollah militants in Lebanon. President Bush would like to see the United Nations Security Council address the "root causes of the conflict," but other countries are pushing for an immediate cease-fire.
