When is a test not a test

A few Minnesota counties did not participate in the evening tornado warning alert test. This website from Minnesota Homeland Security designated the counties which volunteered to run a second test of the communication systems at 6:55PM.

Is it true that there are no (or very, very rare) tornadoes in far northeastern MN? If so, why? I'm originally from southern MN and up here we never even talk about it! Down there it was always a thought when severe weather was around. Is it the Mesabi? The Lake? Weather currents? Too close to the Canadians?
