Republican Marty Seifert's campaign for governor released a position paper on higher education today.
The proposal calls for greater access to online education, capping tuition to inflation, "downsize and decentralize"MnSCU and allow for the opt-out of certain student fees.

The proposal follows Seifert's release of a budget plan and a health care plan. As Seifert and Tom Emmer continue to battle for delegates in the month leading up to the state party convention, it's clear Seifert is trying to distinguish himself as the "nuts and bolts"policy guy from Emmer.

Seifert is the policy candidate? Gee, Emmer would have me believe that he has no substance or platform, just negative attacks. Shows how much he knows..

Always sounds like a good idea, but what is the real impact if schools' budgets include significant expenses that grow more rapidly than inflation? For instance, health care costs have been growing at a far higher rate than inflation for a number of years now; if you cap tuition at the rate of inflation, what do you cut to make up the difference?
Democrats argue with each other over policy.
Republicans argue with each other over principle.
This is an unwise move on Seifert's part.
I'm glad to see some details. When I questioned Emmer at an event, he had no specifics. I'm tired of the republican party having no ideas.

That's just the bills he has co-authored this last session. I've been at plenty events this years where they are both at and each has their own vision and message. You may not like Emmer's principled approach, but that doesn't mean it isn't a plan.
