Discuss standardized testing on News Cut

Would a "standard setting" on high school tests identify proficiency? From With new GRAD test done, passing score can now be set:

Minnesota schools finished giving the MCA-II standardized reading and math tests last week, but scores won't be available until this summer.

The math test for juniors is extra important because it's being tied to diplomas for the first time. But before the state can know who passed, it has to come up with a passing score.

According to an educational researcher interviewed for the piece, it isn't a curve but a process. Does that make sense to you? I'd like to read your take on this approach in the News Cut comments.
