Dolan in as chief of Minneapolis force

The Minneapolis council has confirmed Tim Dolan as the next chief of the Minneapolis police force. Brandt Williams is covering for All Things Considered.

Mayor R T Rybak is pleased, obviously. Here's a portion of a statement released by his office.

“It is my top responsibility as Mayor to provide for the public’s safety,” Rybak added. “Nowhere is this responsibility needed more than in north Minneapolis. Chief Dolan understands this need and will work to ensure that the part of town with disproportionate need gets disproportionate attention. We all need to surround north Minneapolis for our city to move forward.”

I m not sure what the phrase "surround north Minneapolis" means. Perhaps Brandt can fill us in.
