Figuratively, of course. (The literal version would really be interesting, though...)
Fortune is reporting that Vladimir Putin offered a sniping, completely out-of-proportion response to a question by Michael Dell at Davos. Putin had just given his remarks at the opening ceremony, and opened the floor for questions. Dell raised his hand and went first:
Dell (paraphrase): How can we help information technology grow and expand in Russia?
Putin (direct quote): "We don't need help. We are not invalids. We don't have limited mental capacity."
Evidently you do have bizarrely short fuses.
The explanation seems to be that Russia takes offense to any suggestion it might need "help" of any kind. He then went on to further twist the fork he just stuck in Michael Dell (read the Fortune account for more detail).
I guess no one was under the impression Putin was Miss Congeniality.
