The fences have started going up in downtown St. Paul. This concrete and chain link barrier went up along the 10th Street exit from eastbound Interstate 94 last night. That's the History Center in the background. (You can still see the light they were using to work by. It's that folded umbrella-looking thing.)
At first blush, it looks like its topped with barbed wire, but I can't actually see any barbs. Consider it a kinder, gentler security barrier.
