Radke to retire, finally

Apparently after several months of either a) the Twins trying to get him to come back, or b) Brad thinking about it, Radke is deciding to finally retire tomorrow. Did neither of the two parties realize his arm was about to fall off at the end of the season, and that he didn't get surgery to be ready to pitch with it next year? Why would it take this long? Either way... well wishes, Brad.
